AbstractThe report presents evaluation evidence on the effectiveness of Lousiana's preschool program for the handicapped in its second year of operation. Evaluation findings are outlined for three major goals (to increase the efficiency of the Office of Early Childhood Education of the Handicapped, to administer funds to support local education agency--LEA--preschool education programs, and to organize and conduct inservice programs for personnel working in preschool handicapped programs) and the related subgoals. Listed among findings are: to help develop preservice training programs for teachers of preschool handicapped children, the Early Childhood project staff encouraged universities to initiate and expand their training programs; in conducting the administrative activities of the office, the staff organized workshops, evaluated training activities, provided input into the development of the fiscal year 1980 annual program plan, developed policies, and scheduled personnel to monitor and provide technical assistance to LEA programs; and the project staff developed and distributed a manual entitled "Sourcebook for Noncategorized Preschool Programs." Conclusions included that project activities have been only moderately successful in helping LEAs obtain additional funding for preschool handicapped programs. Completion of written descriptions of training models including an assessment inventory, planning procedures, training procedures, and evaluation techniques is among the recommendations. (SEH)
